Tony Brown
Independent Member
Tony Brown is an Independent Member from Bedford who joined the Authority in October 2008. Currently a Finance and Governance Consultant, he previously worked for a wide range of public authorities. He joined that Authority because he felt that his experience would make a positive contribution to the Authority's work where his skills would complement those of the other Members.
He sits on the Audit and Business Assurance Committee and the Performance and Planning Committee.

Fiona Chapman MBE DL
Central Bedfordshire Councillor
Mid Beds District Councillor for 30 years; Leader for eight years and Chairman for two; and a member of the Regional Assembly for 10 years.
Since 1997 she has chaired the Marston Vale Trust which built and runs the Forest Centre, the largest Millennium project in Bedfordshire. She chairs the Bedfordshire Army Benevolent Fund, and is actively involved in the work of the MK Safety Centre, St. Albans Cathedral, St. John Ambulance, the Bedfordshire Rural Charities Commission, a governor of 2 schools and Church Warden of St. Peter's Milton Bryan, where she lives.
Fiona became particularly interested in becoming a member of the Police Authority during her year as High Sheriff of Bedfordshire and hopes to put her experience of communicating with the public to good use for the benefit of the Authority.

Shahzad Choudhry
Independent Member
An Independent Member, Shahzad became a member of the Authority in March 2007. He lives in Luton with his family.
He Chairs the Race, Equality and Diversity Panel and is a member of the Community Engagement Committee, Youth Issues Panel and the Human Resources Committee. He also sits on the Independent Custody Visitor Panel, is the lead member for Equalities and is a member of the Authority's Independent Advisory Group

Peter Coniff
Independent Member
Police Authority Chair
Now in his third term as an Independent Member, Bedford-based Peter Conniff is in his fourth year as Chair of the Authority. He spent 36 years working in social services with Bedfordshire County Council before becoming a self employed consultant. He still undertakes inspections of children's homes in the private sector. He is also a member of the national Police Negotiating Board which negotiates terms and conditions for all ranks across the UK.
In addition to the responsibilities that come with his position as Chair of the Authority, he is keen to pursue collaboration opportunities with other forces to ensure the most effective use of the Authority's resources and is the lead Member for collaboration.

Rev Lloyd Denny
Independent Member
Rev Lloyd Denny is a Christian Minister, President of Save Our Children International and former Senior Housing Professional from Luton. He travels regularly to Africa on Church and charitable missions. He became an Independent Member of the Police Authority in October 2008 as he wanted to help improve the image and effectiveness of the police service in the eyes of the community. He is a member of the Community Engagement, Complaints and Professional Standards and Performance and Planning Committees.

Penny Fletcher
Independent Member
Appointed to the Authority as an independent member in 2005, Penny is a newly appointed magistrate and has been a school community governor for two years. Her background is in housing management she has recently finished studying social science and social policy with the OU. She lives in Bedford with her family.
As well as her position as Vice-Chair of the Authority, Penny has special responsibility for Partnership working and is the lead member for Performance and Professional Standards (and the Professionalising Criminal Justice Project).
She is Chair of the Complaints and Professional Standards Committee and sits on the Community Engagement and Performance and Planning Committees. She also chairs the Independent Custody Visiting Panel.

Alison Graham
Central Bedfordshire Councillor
With a Ba Hons., an M Phil. and an RSA Dip. Tefla, Alison initially pursued an academic career in the UK, Africa and on the Continent before moving into senior management on the Continent as director in international cross-cultural communications consultancies. Here, she worked with senior management from organisations such as the Deusche Bank, Air France and Zanussi.
She has worked in Africa, Germany, Italy and Greece. She was also a journalist for the international Athens-based magazine, Greek Diplomatic Life, for 10 years.

Linda Hockey

Police Authority Vice-Chair
An Independent Member, Linda has over 30 years experience in post 16 education and training. She lives in Dunstable and joined the Police Authority in 2007. The former head of a national training organisation and the first Executive Director of the Learning and Skills Council for Bedfordshire and Luton, she is now a Bedford College Governor and a non-executive Director of two local partnerships.
She is Chair of the Authority's Human Resources Committee and is a member of the Performance, Finance and Complaints and Professional Standards Committees. Linda is the Authority's lead member for both Human Resources and Public Protection and is a member of the Youth Issues Panel and Independent Custody Visiting Panel.

Sarah Jayne Holland
Bedford Borough Councillor
Sarah Holland became a member of the Police Authority because of her interest in Community Safety and Youth Issues.
As a parent of three children, two of which are teenagers, she feels she has first hand knowledge the issues young people have and understands the importance of communicating with everyone.
She hopes that being a member of the Authority will give her the opportunity to share her experiences and knowledge and make a positive contribution.
In her spare time she is a volunteer caseworker for the Royal British Legion, chair of the local Residents' Association and is the secretary for the local Neighbourhood Watch Group.
Sarah sits on the Performance, Complaints and Professional Standards and Community Engagement Committees, plus the Youth Issues Panel, Equality and Diversity Panel and the Independent Custody Visitors Panel.

Peter Hollick
Central Bedfordshire Councillor
A County Councillor for Watling, Dunstable since February 1993 and a Police Authority Member since 1996, Peter Hollick is also a Magistrate. Having qualified as a Barrister 1973; he became Principal Lecturer in 1983 for Windsor and Maidenhead College; and was Head of Business and Academic Studies at Dunstable College 1985-1991.
He sits on the Community Engagement, the Complaints and Professional Standards and the Human Resources Committees. He is also a member of the Youth Issues Panel and lead member for Counter Terrorism and Serious Organised Crime and Special Constables and PCSOs.

Kathy Johnson
Independent Member
Kathy Johnson, who lives in Silsoe, spent 20 years in the Health Service and is currently a lay member of the Mental Health Review Tribunal. Before becoming a full member of the Police Authority as an Independent Member in October 2008, Kathy was the lay Chair of the Authority's Standards Committee.
She is a member of the Audit and Business Assurance, Performance and Complaints and Professional Standards Committees.

John Mingay
Bedford Borough Councillor
John is a teacher by profession and spent 22 years at Mark Rutherford Upper School in Bedford. He retired from full time teaching in 2008.
A Bedford Borough Councillor since 1992, he was elected as a County Councillor in 2002. He became a member of the Police Authority following the move to unitary councils in April 2009.
Community issues are particularly important to him and he is keen to help people feel safer as they go about their normal daily life. He feels that his work on the Authority will enable him to influence the way in which local policing is delivered in order to create greater feelings of safety, confidence and satisfaction.
He is also a rowing enthusiast, has been Captain of Bedford Rowing Club on seven separate occasions and won the World Veteran Rowing Championships on three occasions. He lives in Bedford and is married with three grown up daughters and a three year old grand-daughter, Eva.

Christina Turner
Central Bedfordshire Councillor
Christina Turner started her professional life running her own businesses in the hotel and restaurant arena. In 1986 she made the career change which proved pivotal to her ongoing interest in the criminal justice sector, becoming a practice manager for a law firm. She retired in 2004 and was appointed to the bench as a JP, a role she continues to fulfil. She is also a Youth Magistrate.
In the same year she became a Town Councillor and was elected to the District Council in 2007. She was appointed to the Police Authority in April 2009 as a member for the new unitary authority of Central Bedfordshire.
With her background in law and as a serving magistrate she is aware of and has concerns about safety issues, particularly those affecting vulnerable people such as young people, senior citizens and victims of abuse. She feels that her previous experience gives her an insight into the problems that people face and hopes that she can use this knowledge to help develop the strategic direction of the Force.

John Williams
Independent Member
John Williams was born in Bedford and attended Bedford Modern School prior to Bristol and Brunel Universities where he obtained C.Q.S.W. and M.A. in Social Administration & Policy. A resident of Ampthill for 38 years, he joined the Police Authority in November 2009.
After a 38 year career in the Probation Service, working in Bedford, Dunstable, Leighton Buzzard and Luton, he retired as Assistant Chief Probation Officer for Bedfordshire in 2006. Since then he has worked as a freelance research interviewer for the National Centre for Social Research, an Independent Member of Bedfordshire County Council's Standards Committee (until March 2009) and as an External Examiner for Social Work Degree Programmes within England and Scotland.
He is currently a Board Member for Alcohol Services in the Community.
