Terms of Reference
To submit recommendations to the Authority with respect to forward capital and revenue expenditure plans in line with the strategy previously agreed by the Authority.
To oversee the general financial management of the Authority, including:
(a) the management and/or control of any funds, reserves and provisions.
(b) the management of borrowing/lending and investment including stock, bonds, temporary and longer term loans and investments, bills or other securities and cash.
(c) arrangements for the financing of capital expenditure
(d) arrangements for the provision of banking, insurance and risk management services
(e) the Authority's functions under Part VIII of the Local Government Finance Act 1988 (Financial Administration), as applied by paragraph 1 (2) (b) of Schedule 7 to the Police Act 1996.
To keep under review Members Allowances making recommendations to the Authority on the allowances payable and on the need for any changes to the scheme.
To oversee the Authority's financial, estate management and Information Systems/Strategies needed to support its strategic vision and objectives and relevant Plans
To keep under review the adequacy and effectiveness of support services to the Police Authority including its Statutory Officers.
To submit recommendations to the Authority in response to requests for financial assistance to Police Officers in legal proceedings.
To pursue external partnerships and sponsorship arrangements wherever that would be in the interest of the Police Authority in pursuance of their statutory functions.
Delegated Powers
To exercise the following functions in respect of support services subjected to competition on behalf of the Authority:
(a) To settle the form of specifications, conditions of tender and associated tender documents.
(b) To approve the terms on which tenders are invited for services subjected to competition.
(c) To exercise any power of selection of persons to be invited to tender.
(d) To select tenders for acceptance.
(e) To award contract on the receipt of tenders.
(f) To receive reports on the execution of the contracts and make appropriate recommendations to the Authority.
(g) To act in relation to any dispute over performance of a contract.
(h) To advise the Authority as to the policies and practices of the Authority in respect of submitting services to competition.
(i) To ensure that contract conditions meet the Authority's contract compliance policies as far as the law permits.
To determine the distribution of funds held under the Police (Disposal of Property) Regulations 1997
To amend the financial values in the Standing Orders relating to Contracts (SO12)
To approve the acceptance of all gifts, loans and sponsorship above an individual value of £50,000.
To agree terms for the acquisition or disposal of any land
To take urgent decisions on the financial management of the Authority
To approve the terms of any partnership, including sponsorship, between the Police Authority and external body
